The purpose of this policy is to establish the Office of Workforce Development’s (OWD) approach to adopting best practices surrounding the use of electronic signatures to valid and enforceable OWD documents. This document addresses the use of electronic signatures on program applications and Equal Opportunity notices in the case management system.

This Policy addresses the use of the annual 70 Percent Lower Living Standard Income Level (LLSIL” guidelines issued by the U.S. Department of Labor, Employment and Training Administration (DOLETA), and the annual Poverty Level guidelines issued by the Office of the Secretary of the U.S. Department of HHS. Employees may alternate using these two sets of income guidelines as circumstances require and in conjunction with the criteria in Section 3(36)1 of WIOA2 to determine low-income eligibility for WIOA Title I programs.

This policy standardizes the use of the term “Case Note” for consistency within the State and with usage by the U.S. Department of Labor’s (DOL) Employment and Training Administration (DOLETA).
