This Policy communicates Missouri’s process and criteria for evaluating and certifying Comprehensive (full service) Missouri Job Centers and Affiliate Job Centers under the Workforce Innovation and Opportunity Act (WIOA). This Policy supersedes and replaces previous guidance on the subject.

This policy clarifies the Missouri Department of Higher Education and Workforce Development (DHEWD) policy for its employees and for its contracted subrecipients, on the handling of media inquiries, the delivery of public information, and the handling of requests for information.

This policy updates the Office of Workforce Development’s (OWD) Statewide Case Note Policy, applicable across all workforce programs, for entries in OWD’s statewide electronic case-management system. This policy standardizes the use of the term “Case Note” for consistency within the State and with usage by the U.S. Department of Labor’s (DOL) Employment and Training Administration (DOLETA).

Providers of training services under Title I of Workforce Innovation Opportunity Act (WIOA) must meet the eligibility requirements of the law, be approved by the State according to the criteria as described in the State Plan, and be approved by Local Workforce Development Boards (WDB) to provide services in Local Workforce Development Areas (LWDA). Local WDBs, therefore, must develop a written, standing policy for selecting and approving eligible training providers (ETP).

 This policy provides workforce system staff with appropriate participant and employer activity codes, durations, and definitions for use in the Missouri statewide electronic case management system for all programs. 

This policy establishes the Office of Workforce Development (OWD) sanction process for all subrecipients of federal grant awards and state grants, where applicable, in reference to meeting expenditure, performance, and compliance requirements.

Rapid Response plays a vital role in the public workforce system. Rapid Response assists workers, businesses, and communities impacted by a company reduction-in-force, or closure. Rapid Response connects dislocated workers to employment and training services and assists employers with managing the layoff process and access to other resources.

This Policy provides updated funding information to Local Workforce Development Boards (WDBs) for completion of Planning Budget Summaries (PBS) for PY 2025 and FY 2026 funding under WIOA.

This policy provides guidance to the Local Workforce Development Boards (LWDB) regarding the assessments used for basic skills testing in the Workforce Innovation and Opportunity Act (WIOA) Title I Youth Program.

This policy outlines the Office of Workforce Development’s (OWD) directives for providing Individual Training Accounts (ITAs) for WIOA eligible Adults, Dislocated Workers, and Out-of-School youth (OSY).
